pcre2 provides CMake targets:

  find_package(pcre2 CONFIG REQUIRED)
  target_link_libraries(main PRIVATE PCRE2::8BIT)
  target_compile_definitions(main PRIVATE PCRE2_CODE_UNIT_WIDTH=8)

Choose the interface your application uses:
  PCRE2::8BIT  - 8-bit code units (including UTF-8)
  PCRE2::16BIT - 16-bit code units (including UTF-16)
  PCRE2::32BIT - 32-bit code units (including UTF-32)
  PCRE2::POSIX - POSIX wrapper around the 8-bit library

For the native API, define PCRE2_CODE_UNIT_WIDTH to match the chosen library
before including <pcre2.h>, either in your source or as shown above.
The POSIX interface uses <pcre2posix.h> and needs no code-unit width definition.

pcre2 provides matching pkg-config modules:
  libpcre2-8
  libpcre2-16
  libpcre2-32
  libpcre2-posix
